Applied import tariffs of the United States at the 6-digit product level (Harmonized System, 2022 revision), by country of origin and by date of entry into force, covering the tariff measures of the second Trump administration from January 2025 onwards: Section 232 (steel, aluminium, autos, copper, timber, trucks, semiconductors, pharmaceuticals...), IEEPA (fentanyl, "Liberation Day" reciprocal tariffs, USMCA border tariffs), Section 122, Section 301 (forced labour), Section 338, and the framework "deals" (UK, EU, Japan, South Korea, Switzerland...).
Each observation is the AD VALOREM EQUIVALENT (AVE) of the applied tariff for one exporter x HS6 product x entry-into-force date. The starting point (1 January 2025) is the pre-Trump applied protection (general, MFN and preferential duties, pre-existing Section 301 on China, and sanctions). The measures are then stacked according to the actual stacking/exclusion rules.
Coverage: importer = United States only; ~200 partner economies; ~5,200 HS6 products; ~30 policy dates from 2025-01-01 to the date the file is generated. One row per exporter x HS6 x date_inforce.
Variables: importer, importer_iso, exporter, exporter_iso, exporter_name, hs6_rev2022, date_inforce (YYYYMMDD), ave (share; 0.25 = 25%).

On this baseline, every 2025-2026 measure is coded at the product (HS6) level from U.S. executive orders, proclamations and Federal Register notices, and stacked according to the actual rules (e.g. Section 232 goods are excluded from the reciprocal tariff; framework deals cap the reciprocal rate; the Section 301 forced-labour and Section 338 duties carve out Section 232 and USMCA-compliant goods). The applied tariff (ave) is reconstructed for each exporter x HS6 x entry-into-force date.
Retroactive measures are dated at their retroactive effective date (e.g. the 11 April 2025 electronics/semiconductor exception applies from 5 April 2025; AGOA reauthorisation of February 2026 is retroactive to 30 September 2025).
The published file contains only the measures IN FORCE at the generation date (future, already-announced measures are excluded).

The ad valorem equivalent of the applied tariff (specific duties converted to a share); 0.25 = 25%. It includes the pre-Trump baseline plus the stacked 2025-2026 measures.
Q. Why is "importer" always 842?
The dataset covers U.S. imports; 842 is the numeric code of the United States.
Q. What is the tariff at the earliest date (2025-01-01)?
The pre-Trump baseline (see Methodology): MFN + preferences + pre-existing Section 301 China + sanctions. Every 2025-2026 measure stacks on top of it.
Q. Are retroactive measures handled?
Yes: they are placed at their retroactive effective date (see Methodology).
Q. Why doesn't the file include measures announced for later dates?
By construction it stops at the generation date and contains only measures already in force; already-announced future measures are not included.
Q. How is Russia treated?
A 200% "mirage" embargo used for CGE scenarios is removed from this published file and replaced by the underlying applied tariff (the real Section 232 aluminium 200% is kept).
